yea, it is exactly what it means. i hate when people play with other people's hearts.especially when a guy do that to a woman. for me i think it is so wrong. if you don't want to have anything more than just friends, then you should just stick to it rather than start telling him/her that you miss them, or you can't live without them or i need you. it would definitely give the other person the wrong idea.
then when the other person start to ask questions where the relationship is going, him/her start to freak out and bail. how cruel can you be? after you give a high hopes to someone and when it started to get intense, you turn tail and run. don't you have any heart?
like i said before, i really hate when people mess with other people's feelings. feelings are not something that can just go away if you ask it to. it will takes time to heal and the process can be painful and full of tears. before anyone start to think that they can do it just simply they can, think this, karma. i absolutely believe in karma. whatever that you did to others, it will get back to you eventually. and trust me, it will hurt more than what you have done to the person previously.
if you are not sure about your feelings, then it is your responsibility to find out as soon as you can before it goes for too long. if you drag it any longer, it won't just hurt the other party, but you as well. besides, isn't it better to know now that it is not gonna work, than you found out later after he/she already develops a strong attachment to you? if he/she knows it now before have any deep feelings for you, then he/she can move on and find other person and so can you too. so both of you can move on with your lives.
remember, it is not cool to mess with other people's heart. just imagine, if it happens to you. won't you feel sad, angry and betrayed? think about it.
